| MEMBERSHIP:
The San Jose Neighborhood Libraries Bond measure
was approved by the voters in November 2000 for the purpose
of improving existing branch libraries and building new branch
libraries in neighborhoods throughout the City. On April 10,
2001, the City Council designated the Library Commission as
the public oversight committee to conduct the citizen’s
review required by the library bond measure.
DUTIES: Members of the
San Jose Neighborhood Libraries Bond Citizen Oversight Committee
(Committee) have fiscal review over the bond program and present
an annual report to the City Council.
MEETINGS: The
Committee meets on a quarterly basis, usually on the second
Wednesday of every February, May, August, and November in
conjunction with the regular meetings of the Library Commission.
QUALIFICATIONS: Committee members
must live in San Jose. Members must have a keen interest in
the library system and the communities it serves, and should
be able to work well with other Committee members, staff,
and the public.
BENEFITS: There
is no compensation for Committee members. However, from time
to time, members may be reimbursed for some expenses incurred
on City business.
POLITICAL REFORM ACT OF 1974
AS AMENDED: The Conflicts of Interest
section of the Political Reform Act applies to the Committee;
however, Committee members are not required to file a Statement
of Economic Interests.
APPOINTMENT PROCESS :
Since the City Council designated the Library Commission to
serve as the public oversight committee for the Library Bond,
appointed members of the Commission are also the appointed
members of the Committee.
ATTENDANCE POLICY: Committee
members are expected to attend all meetings.
