SUBJECT: ADOPTION OF APPROPRIATION ORDINANCE AND
FUNDING SOURCES RESOLUTION AMENDMENTS IN THE SERVICES FOR REDEVELOPMENT CAPITAL
PROJECTS FUND (CITY-SIDE REDEVELOPMENT FUND) FOR THE PHELAN AVENUE
INFRASTRUCTURE IMPROVEMENTS WITH A NET IMPACT TO THE FUND OF $33,000 AND
ADOPTION OF A RESOLUTION MAKING CERTAIN DETERMINATIONS REGARDING THE
EXPENDITURE OF AGENCY FUNDS ON CERTAIN PUBLIC IMPROVEMENTS.

It is
recommended that the City Council adopt the following Appropriation Ordinance
and Funding Sources Resolution amendments in the Services for Redevelopment
Capital Projects Fund (City-side Redevelopment Fund):
1. Establish the Phelan Avenue Infrastructure Improvements project in
the amount of $33,000.
It is
also recommended that the Council adopt a resolution making certain
determinations regarding the related expenditure of the Redevelopment Agency
funds on certain public improvements in connection with the Phelan Avenue
Infrastructure Improvements project, as more specifically described in the
memorandum from the Redevelopment Agency, dated July 27, 2001, attached hereto.
BACKGROUND
The
Redevelopment Agency has requested City services in the implementation of
Agency projects. These proposed
amendments are necessary to account for City-side expenditures on those Redevelopment
Agency projects.
ANALYSIS
The
Phelan Avenue Infrastructure Improvements project provides for the design and
construction of street improvements to mitigate drainage problems. Work will include the installation of drain
inlets, and the regrading and replacement of affected pavement and sidewalk
areas.
The source of funding for these
services and improvements would be a transfer from the Redevelopment
Agency.

I hereby certify that there will be available for appropriation in the Services for Redevelopment Capital Projects Fund (City-side Redevelopment Capital Fund) in the Fiscal Year 2001-2002 moneys in excess of those heretofore appropriated therefrom, said excess being at least $33,000.
