Approval
of the Bernal Park Master Plan Amendment.
CEQA: Mitigated Negative
Declaration.
Bernal Park is a 6.16 acre neighborhood
park located within the Jackson-Taylor Residential Strategy Plan Area of 1997,
and is bounded by Hedding Street to the north, North Seventh and North Eighth
Streets to the west and east, respectively, and Mission Street to the south
(map attached).
In November 1995, the City Council
approved a master plan for the 3.1 acre park.
In June 1998, park improvements were completed in accordance with that master
plan. In 1999, the City acquired an
additional 3.06 acres for park expansion.
In December 2000, a consultant was retained to prepare a master plan
amendment and construction documents to accommodate the construction of new
park facilities in the expanded area.
ANALYSIS
On January 31, 2001, conceptual plan alternatives
were presented at a neighborhood meeting, and an additional presentation for
further outreach was held on April 16, 2001.
During these meetings, the neighborhood expressed its desire to retain
the Little League practice baseball field as well as its desire to have the
following improvements: a large
multi-use turf area, group picnic areas, a focal point plaza area, walkways
around and through the park, a jogging path adjacent to the pathways, park
shade trees and street trees.
The neighborhood expressed additional concern about
the current speed of traffic along Seventh Street. In response to these
concerns, the plan incorporates City approved traffic calming measures along
the park side of Seventh Street. The
City has conditioned the development on the east side of Eighth Street to
install the appropriate traffic calming devices as a part of their project
improvements.
The existing developed portion of the park consists of
a Little League practice field, a restroom, youth and tot play lots, picnic
tables, seating areas, a small memorial area with a flagpole and commemorative
plaque, jogging path, turf areas and mature trees. The proposed master plan amendment incorporates the following:

The Parks and Recreation Commission approved the
proposed Bernal Park Master Plan Amendment on September 5, 2001.
Funding has been appropriated in the Parks and
Community Facilities Capital Improvement Program to implement the proposed park
improvements and the design will begin upon approval of the Master Plan.
Public outreach included presentation of
Design Alternatives and a discussion of the project at neighborhood meetings on
January 31 and April 16, 2001. Both
meetings were publicly noticed.
This proposed project has
been coordinated with the Departments of Parks, Recreation and Neighborhood
Services, Planning, Building and Code Enforcement, Transportation, and the
Offices of the City Attorney, Equality Assurance, and Risk Manager.
