SUBJECT:     APPROVAL OF AN AGREEMENT WITH THE COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING (P.O.S.T.) THAT RELATES TO LAW ENFORCEMENT DRIVER SIMULATOR TRAINING AND FORCE OPTION SIMULATOR TRAINING

 

 

RECOMMENDATION

 

It is recommended that the City Council approve the Agreement with the Commission on Peace Officer Standards and Training (P.O.S.T.) related to components of the previously approved P.O.S.T.-reimbursed training program for peace officers in Santa Clara County.  The term of the agreement is from July 1, 2003 to June 30, 2004, and the total amount of the Agreement is $138,000.

 

 

BACKGROUND

 

In 1999, the California Commission on Peace Officer Standards and Training (P.O.S.T.) selected the San Jose Police Department as a P.O.S.T.-certified Regional Training Center.  The Commission funded the purchase and installation of Force Option and Driver Training Simulators for the training center.  The City has received reimbursement for the equipment.  Three sworn positions, added in Fiscal Year 2000-01 to manage the program, are partially funded by P.O.S.T. 

 

 

ANALYSIS

 

State P.O.S.T. Agreement #03-011-066 requires the Department to provide four (4) hours of driver simulator training and four (4) hours of force option simulator training to 1,000 law enforcement officers in Santa Clara County.  The total reimbursement under this Agreement is $138,000.  Execution of this Agreement is a continuation of a previous Agreement with P.O.S.T. and is required prior to reimbursements being issued to the City.  The Agreement is the fourth year of a five-year commitment.

 

 

PUBLIC OUTREACH

 

This program has been coordinated with the California Commission on P.O.S.T.  Training will be made available, on a reimbursement basis, to other law enforcement agencies in Santa Clara County. 

 

 

COORDINATION

 

This memorandum has been coordinated with the Planning Department, the City Manager’s Budget Office, and the Office of the City Attorney.

 

 

COST IMPLICATIONS

 

The Agreement with P.O.S.T. will pay the City of San Jose $138,000 for providing training services.  Training will be provided by existing San Jose Police Department staff.  Revenues have already been recognized in the 2003-04 Adopted Operating Budget.
