Report on bids and take appropriate action based on the evaluation of bids for the Oakland Road Widening Project from Brokaw Road to Commercial Street, and approval of a ten percent contingency.

BACKGROUND
Oakland Road is an existing two to four-lane major arterial in North San José. This roadway is scheduled for widening to six lanes from Montague Expressway south to Commercial Street in the Adopted 2003-2004 Traffic Capital Budget. The project will remove bottlenecks, improve traffic flow and level of service, and increase capacity on one of the City’s major commute corridors. The segment of Oakland Road between Brokaw Road and Commercial Street is the first phase of several construction contracts (location map attached). The remaining segments of Oakland Road will be constructed immediately following acquisition of right-of-way and the widening of two railroad crossings by the Union Pacific Railroad Company.
The scope of this 1.2 miles segment from Brokaw Road to Commercial Street includes sidewalks, curbs, gutters, driveways, asphalt concrete pavement, streetlights, traffic signal detector loops and storm drainage improvements.
Construction is scheduled to begin in December with completion in March.
A supplemental memo will be provided after bids are opened on October 2, 2003 and the adoption of the Mitigated Negative Declaration on October 14, 2003.
Council Policy provides for a standard
contingency of five percent on public works street projects. However, on this project a ten percent
contingency is being requested because the project is along an old State Route
where old record drawings of underground utilities are unavailable and
unforeseen conditions may require additional work.
To solicit contractors, this project was
listed on the City’s Internet Bid Line and advertised in the San José Post Record. Bid packages for all public works
construction projects are provided to various contractor organizations and
builder’s exchanges. In addition, a
community meeting will be held on October 2, 2003 as part of the CEQA
environmental process.
This
project and memo have been coordinated with the City Attorney’s Office, City
Manager’s Budget Office, Planning, Building and Code Enforcement Department and
the Union Pacific Railroad Company.

3. SOURCE OF FUNDING: 429 Building and Structure Construction Tax Fund
4. FISCAL IMPACT: This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy. The proposed operating and maintenance costs for this project have been reviewed and it has been determined that the project will have no significant adverse impact on the General Fund operation budget.
