Approval of the Plata Arroyo Park Master Plan Update.
BACKGROUND
The Plata Arroyo Park Master Plan Update proposes an update of the 1978 master plan. The master plan is attached. The new park elements include a 9,000 square-feet skate park facility with a pathway connection to the existing park pathway, shade trees, minor site amenities (benches and a bike rack), and a restroom adjacent to the existing park pathway and basketball court.
Plata Arroyo Park is an existing neighborhood park, approximately 11 acres, and located in east San José at the intersection of King Road and McKee Road. The park is bordered by King Road to the west, McKee Road to the north, Silver Creek to the east, and a residential neighborhood to the south.
In
2001, the Department of Parks, Recreation and Neighborhood Services assembled a
citywide Skateboard Park Technical Team and Focus Group to identify design
criteria and potential locations for the skate park development. One recommendation, resulting from this
series of community meetings and workshops, was the selection of Plata Arroyo
Park as a future skate park location.
The
selection of Plata Arroyo Park as a site for the development of a skate park
resulted from a community driven desire to provide a youth-serving recreational
feature within the Plata Arroyo neighborhood.
The site selection within the park was a collaborative effort that
considered potential impacts to the park, the neighborhood, and the adjacent
creek. The location of a future restroom as part of this master plan update is
the result of a strong community desire for this feature, however, this element
is currently unfunded.
The
Plata Arroyo Park Master Plan Update was approved by the Parks and Recreation
Commission on September 17, 2003.
PUBLIC OUTREACH
Beginning on January 30, 2002, a series of three community meetings were held. During this time the project scope was defined to include the location of the skate park and restroom building. In conjunction with these community meetings, two skate park design workshops were conducted to solicit input and to gain consensus on the size and elements that should be included in the skate park design. The master plan update accurately incorporates the desires of community for their neighborhood park.
This master plan update has been coordinated with the Departments of Public Works, Planning, Building and Code Enforcement, the City Manager’s Budget Office, and the Office of the City Attorney.

4. FISCAL IMPACTS: The proposed operating and maintenance costs for this project have been reviewed are determined to have a $30,000 annual impact on the General Fund operating budget beginning in 2004-2005.
