RECOMMENDATION
Approval of the first amendment to the agreement with Field Paoli Architects for consultant services for the New Vineland (formerly Blossom Hill) Branch Library Project, increasing the amount of compensation by $25,500, for a total agreement amount not to exceed $1,003,000.
CEQA: Exempt, H01-12-081.
This project is the first library to be constructed using City Library Bond funds and is based on the Branch Facility Master Plan approved by Council in September 2000. The site is located on the south side of Blossom Hill Road near Bellagio Drive. The 24,000 square foot library will contain various reading areas, a tech center, a new Internet café area and a community room.
On March 6, 2001, Council approved a consultant agreement with Field Paoli Architects for program review, conceptual and schematic design, community outreach, design development, construction documents, bidding and award, construction administration, record documents and project close-out. The agreement terminates in March 2004.
This first amendment to the agreement is to compensate the consultant for extra work performed to modify miscellaneous shelving, furniture and electrical plans. Construction began in June 2002 with completion scheduled in January 2004. The project is currently 85 percent completed.
ANALYSIS
The
requested modifications to the plan implement innovative design principles
included in the Library guidelines and standards document that was developed
after the initial agreement was awarded.
Library and Public Works staff believe that the additional cost of
$25,500 is a reasonable fee for this work.
PUBLIC OUTREACH
This project was published in the San Jose Mercury News and at various nearby branch libraries locations for community meetings in programming, conceptual design and the schematic design processes.
This agreement and memo have been coordinated with the Departments of Library, Planning, Building and Code Enforcement, Finance, the City Manager’s Budget Office and the City Attorney’s Office.
