RECOMMENDATION
Report on bids and award of contract for the Phelan Avenue Infrastructure Improvement Project to the low bidder, and approval of a twenty percent contingency. CEQA: Exempt.
BACKGROUND
The project site, approximately 410 feet long, is located on Phelan Avenue, and bounded by 10th Street on the West and Senter Road on the East (map attached). Generally, grade elevations of the commercial properties located on the southside of Phelan Avenue are lower than the sidewalk. As a result, this site experiences drainage problems during the rainy season. The proposed improvement is designed to provide drainage relief in the most adversely affected area along Phelan Avenue.
The project scope of work includes the installation of new storm inlets and associated appurtenances, and replacing the curb and gutter, sidewalk and pavement areas along a segment of Phelan Avenue.
ANALYSIS
A supplemental memorandum will be forwarded after bids are received on November 1, 2001.
A higher-than-usual contingency of 20 percent is requested for unforeseen utility work that may be required during the construction of the project.
PUBLIC OUTREACH
This project was listed on the City’s Internet Bid Line and Advertised in the San José Mercury News and San José Post Record. Bid packages for all Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and the San José Minority Business Development center.
COORDINATION
This proposed project is being
coordinated with the local property owners, Offices of Equality Assurance, Risk
Manager, City Attorney, Budget, and the Departments of Planning, Building and
Code Enforcement and Transportation.
