Report on bids and award of contract for the Paul Moore Park Irrigation Renovation Project to the low bidder, Perma Green Hydroseeding Inc., to include the base bid and Add Alternates Nos. 1–3, in the amount of $466,000, and approval of a contingency in the amount of $47,000. CEQA: Exempt.
BACKGROUND
Paul Moore Park is a community
park located at the intersection of Myrtle Avenue and Cherry Avenue (map
attached). The park is surrounded on
all sides by residential housing.
The park complex consists of a large turf sports field with backstop, hard surface tennis and basketball courts, picnic areas, tot and youth play areas, and walkways. Amenities include a restroom building, drinking fountains, lighting and shade trees.
The current irrigation system is worn and is in need of further repair or replacement. This is due to worn and inoperable heads and leaky pipes, etc., resulting in poor water distribution. The performance of the current irrigation system attributes directly to the park’s poor turf condition, which can be characterized as diseased, and no longer capable of sustaining its health and vitality. Upgrading to a new irrigation system and turf surface was determined to be the best short and long-term solution for solving the park’s continuing irrigation and turf needs.
ANALYSIS
The original intent of the base bid was to renovate the irrigation system and the turf fields alone. However, the Parks, Recreation and Neighborhood Department requested additional upgrades and repairs at the park. These include improving walkway surfaces, replacing and relocating drinking fountains, replacing the boards and fencing of the baseball diamond, removing and replacing dead trees, installing new mowbands, adding minor new shrub planting, and providing spectator benches at the game court facility. Addressing the park’s various improvements and repair needs, in one collective package, was deemed the most efficient and cost effective use of funding, to better serve the community.
The base bid of the proposed project will renovate the irrigation system and turf fields. In addition, the project will improve various walkway surfaces, replace and relocate a drinking fountain, replace the boards and fencing of the baseball diamond, remove and replace dead and ailing sapling trees, install new mowbands, add minor new shrub planting, and new benches at the game court facility.
In addition to the base bid scope of work, there are three Add Alternative bid items as follows:

The low bid, submitted by Perma Green Hydroseeding, Inc., in the amount of $466,000 is 15 percent below the Engineer's Estimate. A comparison of the individual pay items revealed that the cost for all bid items was generally lower than the Engineer's Estimate. Based on previous construction costs for similar work, the Engineer anticipated higher construction costs. Staff has reviewed the bid and considers it to be reasonable for the amount of work involved.
A contingency in the amount of $47,000 is requested for any unforeseen conditions that may arise during construction of this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San Jose Mercury News and San Jose Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This proposed project was coordinated with the Departments of Planning, Building and Code Enforcement, General Services, Parks, Recreation and Neighborhood Services, and the Offices of the City Attorney, Risk Manager and Equality Assurance.
