As a part of the South Bay Water Recycling program (SBWR), the Plant must produce recycled water that meets State mandated disinfection specifications, referred to as Title 22 standards. One of the primary requirements that the treatment of recycled water requires is a minimum chlorine concentration and disinfection exposure time before distribution to customers.
Rapid changes in hourly recycled water demands make adequate disinfection control measures very difficult with the existing system. In order to eliminate this hindrance to quality standards, the use of an alternative disinfection method, using sodium hypochlorite, installed at the approximate midstream of the diversion pipe, is the proposed solution. This project will install chemical pumps, double contained delivery pipes, a chemical leak detection system, an injection station, a sampling station, an automatic control system, and an access road.
Bids were opened on August 14, 2003 for the project. The results of the bids are as follows:

The low bid by D.W. Nicholson Corporation of $622,000 is recommended for approval. This bid is 1% above the Revised Engineer’s Estimate. The bid documents have been evaluated and found to be in order. D. W. Nicholson Corporation has successfully worked on several CIP projects for the Water Pollution Control Plant in the past few years and is familiar with the site.
This project includes work in and around the chlorination facilities at the Water Pollution Control Plant. Due to the complexity of the piping system located underground, a 10% contingency in the amount of $62,000 is requested for any unforeseen condition that may arise during construction.
This construction project was advertised in the San Jose Post Record and on the City of San Jose Environmental Services Department’s Internet Site. Bid packages for all Environmental Services Department construction projects are routinely provided to a standard list of contractor organizations, builder’s exchanges, and disadvantaged business organizations.
