FOR THE WATER POLLUTION CONTROL PLANT
Report on a bid and award the purchase of two SCAT 4441 sludge
aerator/mixer and bioremediation blenders, to Nixon-Egli (Tracy, CA) at a total
cost of $622,293.38 including tax and delivery, and authorize the Director of
General Services to:
a. execute
a purchase order for the immediate purchase of two SCAT 4441 sludge
aerator/mixer bioremediation blenders; and
b.
approve a contingency of 5% for any unforeseen
engineering changes that may arise.
BACKGROUND
On behalf of the Environmental Services Department Water Pollution
Control Plant (WPCP), the General Services Department/Fleet Management Division
has requested the purchase of two sludge aerator/mixer and bioremediation
blenders. The WPCP produces
approximately 60,000 cubic yards of dried sludge each year. Sludge aerator/mixer and bioremediation
blenders are used as the primary instrument in the drying of residual solids
which are a byproduct of the wastewater treatment processes.
The General Services Department/Fleet Management Division has determined that it is no longer economically feasible to maintain or repair the existing bioremediation SCAT equipment that was purchased in 1995. These units will be fleet replacements.
A notice inviting bids
was published on August 7, 2003. A
total of five companies requested and received the bid package. A pre-bid conference was held on August 21, 2003 for the purpose
of answering questions from prospective bidders regarding bid
specifications. On September 4, 2003, two bids were received,
publicly opened and are listed in the table below:

Nixon-Egli was the low bidder meeting specifications.
SCAT machines are very sophisticated pieces of equipment,
and are built to the City’s specifications.
A 5% contingency is requested in the event that minor design or
configuration changes are necessary. In
the event that a change is required, it will be documented and managed through
a formal change order process.
PUBLIC OUTREACH
This bid was placed on the City of San Jose web site.
This has been coordinated with the City Manager’s Budget Office, the Environmental Services Department and the City Attorney’s Office.
This recommendation is scheduled to be presented to the Treatment Plant Advisory Committee (TPAC) on November 13, 2003.
COST
IMPLICATIONS
This item is consistent with the Council approved Budget Strategy recommendation under General Principles #2, “We must focus on protecting our vital core city services.”
