Adoption of a Resolution amending the City Council Rules Resolution,
Rule 2, and order of business to add a new section on the Council Agenda
entitled "12 GENERAL PLAN
HEARINGS.
BACKGROUND AND ANALYSIS
The Council Agenda includes a section for each City Service Area and a
section for Land Use Public Hearings.
At this time, General Plan hearings are handled by a separate agenda and
packet, which is administered through the Planning, Building and Code
Enforcement Department, City Manager’s Office and City Clerk’s Office. The two documents follow the same general format.
In an effort to streamline both the Council Agenda and General Plan processes, staff is proposing to merge these two documents, and develop a section on the Council Agenda for General Plan items, Section 12. The merging of these agendas into one document will improve the Council Agenda Process by facilitating, improving and making the flow of Council Meetings more effective, but will also facilitate the public’s interaction with the Council Agenda by making the process more user friendly. Staff efficiencies will be gained by reducing duplicative efforts in the PBCE Department, and centralizing the process in the City Manager’s Office and the City Clerk’s Office, as is the current practice for the Council Agenda. This section would only be used when General Plan hearings are set and scheduled by the City Council, which is three to four times per year.
This memorandum has been coordinated with the City Attorney’s Office, City Clerk’s Office and the Planning, Building and Code Enforcement Department.
