SUBJECT:     SUPPLEMENTAL MEMORANDUM - PROPOSED AMENDMENTS TO TITLE 23, THE SIGN CODE, RELATED TO SKYLINE SIGNS AND ROOF SIGNS IN THE EDENVALE INDUSTRIAL REDEVELOPMENT AREA (DSE, 10/27/03, Item d.)

 

 

 

REASON FOR SUPPLEMENTAL

 

The reason for this supplemental memorandum is to respond to a question presented by Councilman Gregory at the October 27, 2003 DSE Committee meeting related to the combination of skyline and rooftop signs.

 

 

BACKGROUND

 

On October 27, the Driving A Strong Economy Committee considered the proposed ordinance to allow skyline and roof signs in the Edenvale Industrial Redevelopment area similar to how they are regulated in the Downtown and North San Jose areas (see attached DSE staff report).  Councilmember Gregory, after the Committee vote, had a question of the sign regulations and whether a combination of skyline and roof signs on a single building could be allowed.  He requested that staff respond to his question in a memorandum at the time of the Council meeting.  Below is staff’s response to this question.

 

 

ANALYSIS

 

Current Sign Allowances

 

Currently, the Sign Code allows for either two skyline signs or two roof signs, and does not allow both a skyline sign and a roof sign on a single building or on connected buildings.  Additionally, it is required that a skyline sign or roof sign be designed as an integral part of the building and be placed on a permanent architectural element designed to accommodate such sign.  Both these requirements are intended to promote design consistency as well as reducing the visual clutter from these types of signs.
