$144,000.
It is
recommended that the City Council adopt the following Appropriation Ordinance
and Funding Sources Resolution amendments in the Services for Redevelopment
Capital Projects Fund (City-side Redevelopment Fund):
1. Establish an appropriation for
the Monterey/South First Street Tree Planting project in the amount of $20,000.
2. Increase the Repertory Theatre
Modification project in the amount of $39,000.
3. Establish an appropriation for
the Union and Foxworthy Avenues Improvement project in the amount of $85,000.
4. Increase the estimate for Earned
Revenue by $144,000.
It is
also recommended that the Council adopt a resolution making certain
determinations regarding the related expenditure of the Redevelopment Agency
funds on certain public improvements in connection with two projects: (1) the
Union and Foxworthy Avenues Improvement project, as more specifically described
in the memorandum from the Redevelopment Agency, dated October 5, 2001,
attached hereto; and (2) the Monterey/South First Street Tree Planting project,
as more specifically described in the memorandum from the Redevelopment Agency,
dated October 10, 2001, attached hereto.

BACKGROUND
The
Redevelopment Agency has requested City services in the implementation of
Agency projects. These proposed
amendments are necessary to account for City-side expenditures on Redevelopment
Agency projects.
ANALYSIS
The
Monterey/South First Street Tree Planting project encompasses a seven-block
area and has approximately 2,500 linear feet of landscape frontage. The project
consists of site preparation and tree planting along the sidewalks on South
First Street, from the Highway 280 overpass to Goodyear Street / Keyes
Street. The project involves
construction new tree wells, excavating native soil and importing top soil, and
planting approximately 75 – 24” box trees and up to 12 – 12’ to 16’ palms
(Washingtonia Robusta – Mexican Fan Palms).
The proposed improvements also include the installation of four-post
tree stakes and one year of maintenance by the contractor. This project will
help eliminate blight and encourage new development, as the introduction of
trees mitigates emissions from cars and creates a more attractive and inviting
pedestrian walkway. The improvements
will be coordinated with recently installed pedestrian street lights. The budgeted amount includes fees for
Design. Funding for the construction
phase will be brought forward at a later date.
The
Repertory Theatre Modification project involves reviewing several design
packages and verifying related construction work for code compliance associated
with modification of the San Jose Repertory Theatre. The original monies approved for this project in winter 2000
funded the review of six design packages as well as inspection of related
construction. The entire project has,
however, required a total of 20 design packages. The design packages address maintenance issues, code issues, and
design enhancements. Nineteen of the
twenty design packages had been reviewed by Public Works staff as of October
18, 2001. The resolution proposed in
this memo appropriates money that has been received from the Redevelopment
Agency and makes it available to compensate the Department of Public Works for
the above work.
The
Union and Foxworthy Avenues Improvement project consists of sidewalk, curb and
gutter replacement; handicap ramps construction; limited asphalt street
improvements; and planting of street trees in the public right-of-way in the
Neighborhood Business Clusters redevelopment area. This area includes approximately 1,600 linear feet of sidewalk
and landscape area. The project will
create a more attractive retail environment as well as promoting pedestrian
circulation and improving access for citizens with disabilities. Funding of $85,000 will provide for the
design phase costs of this project.
Funding for the construction phase will be brought forward at a later
date.
