Subject: Adoption of amendments to the
annual Appropriation Ordinance and funding SOURCES resolution in the state drug
forfeiture fund
It is recommended that the City Council:
Adopt amendments to the Annual Appropriation Ordinance and Funding Sources Resolution in the State Drug Forfeiture Fund as follows:
1. Increase the Non-Personal/Equipment appropriation for the Police Department in the amount of $175,000;
2. Decrease the Unrestricted Ending Fund Balance in the amount of $175,000.
BACKGROUND
By participating in cooperative drug enforcement activities, the Police Department receives a proportionate share of funds related to asset forfeitures from the State. These funds are to be used for law enforcement purposes only and are intended to enhance rather than supplant funding for the Police Department. Appropriate use of these funds would include the one-time purchase of Police related supplies and equipment, particularly for increased levels of enforcement.
In light of current acts of terrorism in our country and the threat of terrorism, the Police Department anticipates the need for increased levels of enforcement and the need to be prepared for large scale incidents such as demonstrations, marches and mass citizen unrest. In response to such events, Police will require additional crowd control related devices and supplies.
The Police Department received 1,022 respirators through a grant obtained by the Office of Emergency Services. The respirators are worn when necessary to filter out smoke, dust, gasses and fumes. These respirators are fit to the individual and have been distributed to all sworn personnel on patrol. An additional 357 respirators are needed to supply the remaining sworn personnel with respirators in the event of a Level 2 call-out whereby all sworn personnel are placed on duty at once. The cost for the 357 respirators is $125,000.
In addition to the respirators, the Police Department will need to increase its supply of crowd control supplies and devices such as chemical agents and smoke canisters. Field Operations will also require additional crowd control gear and officer safety equipment if and when more officers are called back to duty for increased enforcement. The cost for the chemical agents, smoke canisters, crowd control gear and officer safety equipment is $50,000.

COST
IMPLICATIONS
The cost to purchase chemical agents and other crowd control devices is $50,000. Of this amount, $17,000 is for chemical agents and smoke canisters, and $33,000 is for crowd control related gear and officer safety equipment. The cost to purchase 357 masks is $125,000. This amount includes the respirator, adapter, bag, hood, and 2 sets of canisters per person plus fit testing, eyeglass inserts and prescription fills. Since these items enhance law enforcement services, these purchases would qualify for funding in the State Drug Forfeiture Fund. There are sufficient funds in the unrestricted ending fund balance to support the $175,000 appropriation.
