RECOMMENDATION

 

Report on bids and take appropriate action based on the evaluation of bids for the Noble Park Play Area Renovation Project, and approval of a five percent contingency.

BACKGROUND

 

Noble Park is an existing neighborhood park located at the intersection of Noble Avenue and Colette Drive (map attached). 

 

The City Parks Bond Measure provides funding for the renovation of park play areas and restrooms in neighborhood parks. Noble Park improvements include demolition of the existing play area made necessary by new library construction, construction of new play equipment with resilient surfacing material, sand play area, concrete walkway, site furnishings, irrigation modifications and miscellaneous landscape improvements.  Construction of this project coincides with the construction of the new Berryessa Branch Library Project.  Construction of the playground is scheduled to begin in January 2004 with completion in May 2004.

 

In addition to the base bid scope of work there are three Add Alternate bid items as follows:

ANALYSIS

 

A supplemental memo will be provided after bids are opened on October 23, 2003.  

 

Council Policy provides for a standard contingency of five percent on public works park projects.  The standard contingency is appropriate for this project.

 

 

PUBLIC OUTREACH

 

A community meeting was held on May 14, 2003 to gather input for the design of the renovation project. Additionally, to solicit contractors, this project was listed on the City’s Internet Bid Line and advertised in the San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

This proposed project and memorandum were coordinated with the City Attorney’s Office, the City Manager’s Budget Office and the Departments of Finance, Library, Planning, Building and Code Enforcement and General Services.

4.         FISCAL IMPACT:  This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  It provides for the renovation of the existing play area and, therefore, will have a negligible impact on the operating budget.
