RECOMMENDATION
Report on bids and take appropriate action based on the evaluation of bids for the Alum Rock Branch Library Project, and approval of a ten percent contingency.
CEQA: Negative Declaration, H02-064.
The New Alum Rock Branch Library is the fifth library to be constructed using City Library Bond Funds and is based on the Branch Facility Master Plan approved by Council in September 2000. The site is located on Alum Rock Avenue and South White Road.
The 26,000 square foot Library contains various reading areas, a tech center, a new Internet café area and a community room. In addition to the base bid, there are four Add-Alternates.
Add-Alternates No. 1: The addition of low voltage work, telecommunications cabling for voice and data.
Add-Alternates No. 2: Audio/Visual and paging system.
Add-Alternates No. 3: Cabinetry for staff workstations.
Add-Alternates No. 4: Mechanical equipment roof screen walls.
Construction is scheduled to begin in January 2004 with completion in June 2005.
ANALYSIS
A supplemental
memo will be provided after bids are opened on October 30, 2003.
In accordance
with the Green Building Policy, this project was designed and will be built to
meet or exceed the equivalent of a “Certified “ rating using the LEED rating
system.
Council Policy
provides for a standard contingency of ten percent on public works projects
involving the construction of a building.
The standard contingency is appropriate for this project.
PUBLIC OUTREACH
Community participation in the master planning effort through various community participation meetings for this branch was solicited through flyers at various branches and mailers to the nearby residents as stated in the Planning Outreach guidelines.
To solicit contractors, this project was listed on the City’s Internet Bid Line and advertised in the San José Post Record. Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.
COORDINATION
This project and memo has been coordinated with the
Departments of General Services, Planning, Building and Code Enforcement and
Finance, San Jose Redevelopment Agency, City Manager’s Budget Office and City Attorney’s Office.

FISCAL IMPACT: This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy. The impact to the operating budget from the opening of this facility will initially be offset by savings resulting from the closing of the Joyce Ellington Branch scheduled for reconstruction. |
