RECOMMENDATION
Report on bids and award of contract for the construction of the New Alum Rock Branch Library Project to the low bidder, West Bay Builders, Inc., to include the base bid and Add Alternates Nos. 1, 2 and 4 in the amount of $8,225,000, and approval of a contingency in the amount of $822,000.

The low bid
submitted by West Bay Builders, Inc., to include the base bid and Add Alternate
Nos. 1, 2 and 4 is four percent above the Engineer’s Estimate. Add Alternate No.3, Staff Workstations, will
not be accepted, because it has been determined that the cost would be less if
purchased separately. The bid is considered acceptable for the work involved.
Council Policy
provides for a standard contingency of ten percent on public works projects
involving the construction of a building.
The standard contingency is appropriate for this project.

Projects Fund
4. FISCAL IMPACT: This project is consistent with the
Council-approved Budget Strategy Economic Recovery section in that it will spur
construction spending in our local economy. The impact to the operating budget
from the opening of this facility will initially be partially offset by savings
resulting from the closing of the Joyce Ellington Branch for reconstruction
through March 2007.
