Subject: APPOINTMENTS TO VARIOUS BOARDS AND
COMMISSIONS
Following the November 26, 2001 employee election to nominate candidates, Council should make the following appointments:
1. Federated Retirement Board: 1 employee/member to a term ending 11-30-05
2. Police & Fire Retirement Board: 1 Police Dept. employee/member to a term ending 11-30-05
3. Civil Service Commission: 1 candidate to a term ending 12-01-05
4. Suggestion Award Commission: 2 employees and 1 employee alternate to terms ending 11-30-03
BACKGROUND
The Office of the City Clerk conducts employee elections to nominate candidates to the City Council for appointment to the four above-named boards and commissions. All ballots for the current election are due in my Office by 2:00 p.m., Monday, November 26, 2001. Ballots will be opened and counted immediately after the 2:00 p.m. deadline. As soon as the election results are known, I will prepare a supplemental memorandum listing the results for your consideration.
ANALYSIS
The purpose of the employee election is to nominate candidates to the City Council to be considered for appointment to the vacancies noted above. However, the appointment of individuals to serve on these particular boards and commissions is within the discretion of the City Council, therefore, the Council is not required to appoint the candidates who receive the highest number of votes.
For your information, it is Council Policy to interview candidates for the Civil Service Commission and in accordance with Section 1001 (b) of the Charter “The names of three (3) persons receiving the highest number of votes at any such election shall be referred to the Council, and the Council, without consideration of the number of votes received by each, shall appoint to such office the one of the three whom it believes is best qualified for such office.” In this election the current incumbent ran unopposed for a second term.
