RECOMMENDATION

 

Approval of the second amendment to the agreement with Thomas Reid Associates for consultant services for the Bay Trail Master Plan Environmental Feasibility Study, extending the term of the agreement by one year to December 31, 2002, and increasing the maximum amount of compensation by an amount not to exceed $6,000, for a total agreement amount not to exceed $176,000. 

 

BACKGROUND

 

On June 29, 1999, City Council approved an agreement with Thomas Reid Associates for consultant services for the Bay Trail Master Plan Environmental Feasibility Study.  The maximum fee for services authorized by the agreement is $136,500, with the term of the agreement retroactive from June 1, 1999 to June 1, 2001.  On December 12, 2000, City Council approved an amendment to increase the maximum agreement fee from $136,500 to $170,000.  On May 7, 2001 the term of the agreement was extended by letter from the Department of Public Works for six months to December 1, 2001.  To date, $104,166.85 of the $170,000 funds available under the agreement have been spent. 

 

ANALYSIS

 

Staff proposes to extend the term of the agreement to December 31, 2002, and to increase the fee authorized under this agreement by $6,000, increasing the maximum agreement fee from $170,000 to $176,000.  This extension of term and proposed additional funding is to compensate the consultant for additional services for research, evaluation, and recommendations regarding the environmental review process, and related coordination with other City departments and outside agencies for the Bay Trail Master Plan.  Unanticipated environmental review requirements due to burrowing owls have increased the coordination activities, funds and time needed to complete the Initial Study for Environmental Clearance for the project.

 

COORDINATION

 

This agreement has been coordinated with the Department of Parks, Recreation and Neighborhood Services; and the Offices of the City Attorney and Risk Manager.
