BACKGROUND

 

When new job classifications are added or deleted, job titles are changed, or salaries are revised, relevant resolutions must be amended.  The City Pay Plan reflects all job classification and compensation changes made through Council Resolution.  It is on file in the Employee Services Department and published on the City’s Internet and Intranet sites.

 

The majority of the changes recommended are the result of two classification studies of specialized job series that were conducted by Employee Services.  Each of the studies originated over two years ago, but implementation of the results has been deferred, in coordination with the Budget Office, to reduce personal services expenditures.

 

Events Coordinator Series.  The study of the Events Coordinator series was conducted in the summer of 2002 at the request of the Conventions Arts and Entertainment Department (CAE). 

 

There was a long history of classification requests regarding the Events Coordinator series prior to 2002.  The former CAE Director requested that Employee Services conduct a class study of this series several years ago, but instead, the study was referred to the Citywide class/comp study that was conducted in 1998 - 2000, but subsequently not implemented.  In 2001, eight employees in the Events Coordinator series requested individual studies of their positions through the negotiated reallocation process.  Although the reallocations were denied because the employees’ current classifications best described their duties, ES agreed with CAE that the pay equity situation should be addressed through a separate classification study. 

The major goal of the Events Coordinator series study was to provide internal pay equity with other classifications in CAE that performed similar duties.  With that goal in mind, 25 positions were included in the study.  The study resulted in recommendations to add an entry level to the Events Coordinator series, consolidate this series with some other titles in CAE, and raise the pay to the level of other similar classifications.  The class specifications were also updated to provide a broader use of the series, provide clearer distinctions between levels, and provide more career growth for Events Coordinators.

 

Investigator Collector Series.  The study of the Investigator Collector series was conducted at the request of the Municipal Employees Federation (MEF) during contract negotiations in 2001.  Subsequently, the Finance Department also requested a study of this series.  Some preliminary work was done on this study as early as March 2001 but the study was not completed until July of 2002. 

 

The goals of the Investigator Collector series study were to review the class structure, update the class specifications and achieve equitable internal pay equity within Finance-related occupations.  Fifteen positions were included in this study.  The study resulted in recommendations to add an Investigator Collector II level to the series, revise the class specifications, and raise the pay to the level of other Finance-related occupations.

 

Both of these studies were highly visible projects that involved the participation of a variety of individuals within the Departments.   At the time the studies were completed, the results were reviewed with Employee Relations and the Budget Office, and it was agreed that the changes should be implemented.  However, the Budget Office also noted that implementation at that time would significantly increase personal services costs in the CAE and Finance Department budgets for the current fiscal year.  Therefore, it was agreed that the implementation dates should be delayed.

 

Even with the deferred effective dates, these studies will still have financial impacts; however, implementing the results should resolve longstanding job design and pay issues.  Employee Services does not have plans to conduct any other classification studies with a large budget impact in the remainder of the current fiscal year.

 

 

ANALYSIS

 

Creation of New Classifications

 

a.       Investigator Collector II (1273) with a pay range of $29.30-$35.61 per hour ($60,944.00-$74,068.80 annually).

 

The Investigator Collector II classification is being created as a result of this study to provide an added level of expertise to the Investigator Collector series.  This level will be flexibly staffed with the Investigator Collector I (1272) classification and slotted below the Sr. Investigator Collector (1274) classification.  In order to be qualified for this classification, employees will be required to have significant experience and professional certification.  Initially, there will be no incumbents in this classification.

 

b.      Animal Shelter Veterinarian (3255) with a pay range of  $35.74-$43.56 per hour ($74,339.20-$90,604.80 annually).

 

The Animal Shelter Veterinarian classification is being created for the new San Jose Animal Shelter, which will need a Veterinarian to oversee the medical care of the animals.  The pay rate for this classification is based on surveys of four other animal shelters in the Bay Area and salaries of contract Veterinarians.

 

c.       Events Coordinator I (6330) and (6340) PT with a pay range of $26.19-$31.83 per hour ($54,475.20-$66,206.40 annually).

 

The Events Coordinator I and Events Coordinator I PT classifications are being created to provide an entry-level classification for the Events Coordinator series.  The recommended pay range is equivalent to the current pay range for Events Coordinator. 

 

d.      Section Manager, CAE (1641) with a pay range of $40.82-$49.72 per hour ($84,905.60-$103,417.60 annually).

 

The Section Manager, CAE classification is being created to provide a generic management classification that will be consolidated with three current classifications:  Events & Technical Services Supervisor (6341), Downtown Promotion & Events Director (6314), and Arts Program Director (6312).  The recommended pay range is equivalent to the current pay range for Downtown Promotion & Events Director.

 

Classification Title Changes

 

a.       Investigator Collector (1272) to Investigator Collector I (1272)

 

The classification title change to Investigator Collector I is being recommended as part of the study of the Investigator Collector series to reflect the fact that this class is now an entry-level classification, flexibly-staffed with the newly created Investigator II (1273) classification. 

 

b.      Arts Program Officer (6313) to Sr. Arts Programs Coordinator (6313)

 

c.       Events Coordinator (6332) and (6333) PT to Events Coordinator II (6332) and (6333) PT

 

The job title changes listed as (b) and (c) are being recommended as part of the expansion and revision of the Events Coordinator series.

 

d.      Management Intern U (1626) to Management Fellow U (1626)

 

The job title change listed in (d) is being recommended to reflect the terminology more commonly used for this type of classification.

 

Pay Range Changes

 

The pay range changes resulting from the Investigator Collector series study are shown in (a) and (b) below.  The pay range changes resulting from the Events Coordinator series study are shown in (c) through (e) below.  The pay range change for Operations Manager is shown in (f) below.

  

a.       Investigator Collector (1272) (retitled to Investigator Collector I) with a new salary range of $25.30-$30.74 per hour ($52,624.00-$63,939.20 annually).  (Former range was $23.62-$28.71 per hour; $49,129.60-$59,716.80 annually.)

 

The change is being made to make the pay range equivalent to other classifications performing duties at a similar level.  This represents a 7.0% increase to the range.

 

b.      Sr. Investigator Collector (1274) with a new salary range of $34.10-$41.56 per hour ($70,928.00-$86,444.80 annually).  (Former range was $29.03-$35.36 per hour; $60,382.40-$73,548.80 annually.) 

 

The change is being made to Sr. Investigator Collector to make the pay range equivalent to other classifications performing duties at a similar level.  This represents a 17.5 % increase to the range.

 

c.       Sr. Events Coordinator (6336) with a new salary range of $35.28-$43.01 per hour ($73,382.40-$89,460.80 annually).  (Former range was $28.84-$35.07 per hour; $59,987.20-$72,945.60 annually.)

 

The change is being made to Sr. Events Coordinator in order to make the pay range equivalent to the Downtown Promotion & Events Officer (6315), which performs similar duties for the Office of Cultural Affairs.  This represents a 22.6% increase to the range.

 

d.      Events Coordinator (6332) and (6333) PT (retitled to Events Coordinator II and Events Coordinator II PT) with a new salary range of $28.84-$35.07 per hour ($59,987.20-$72,945.60 annually).  (Former range was $26.19-$31.83 per hour; $54.475.20-$66,206.40 annually.)

 

The change is being made to (d) above to make the pay range equivalent to the current pay range for the Sr. Events Coordinator and to create appropriate differentials between the levels in this classification series.  This represents a 10.2% increase to the range.

 

e.       Arts Programs Coordinator (6311) with a new salary range of $28.84-$35.07 per hour ($59,987.20-$72,945.60 annually).  (Former range was $28.57-$34.72 per hour; $59,425.60-$72,217.60 annually).

 

The change is being made to make the pay range equivalent to other classifications performing duties at a similar level.  This represents a 1% increase to the range. 

 

f.        Operations Manager (3776) with a new salary range of $38.79-$47.23 per hour ($80,683.20-$98,238.40 annually.)  (Former range was $40.82-$49.72 per hour ($84,905.60-$103,417.60 annually.)

 

This change, a 5% decrease, is being made to achieve a pay range equivalent to the Maintenance Superintendent (3117) classification.  The Operations Manager classification and the Maintenance Superintendent classification are similar levels, both having different types of responsibility in the management of maintenance programs.  The Operations Manager was formerly used for a higher level of management.  Since the classification is now vacant, the classification specification and pay range is being revised to fit the management needs for the Department of Transportation.

 

Deletion of Job Classifications.  Each of the job titles is proposed for deletion because there are no employees currently working under these titles, there are no positions budgeted for them, and no plans to use them in the future. Deleting these obsolete classifications is part of a continuing process to consolidate, update and re-title job classifications.  Job classifications (o) through (r) will be deleted after incumbents are reallocated into other classifications created as part of the Events Coordinator series study.

This resolution was coordinated with the City Attorney, Office of Employee Relations, the Budget Office, and the affected departments and affected unions.

 

 

COST IMPLICATIONS

 

The cost of implementing the changes for the Investigator Collector series for the remainder of the current fiscal year is approximately $47,500 ($71,214 annualized).    The cost of implementing the changes for the Events Coordinator series for the remainder of the current fiscal year is approximately $45,400 ($68,120 annualized).  No appropriation action is necessary because the Finance and Conventions, Arts and Entertainment Departments have realized sufficient vacancy savings to absorb the costs within their current year operating budgets.
