Chair Dando called the meeting to order at 2:02 p.m.

 

G.        Rules Committee Reviews, Recommendations and Approvals

 

            1.         Proposal for posting high-risk sex offender data on the San Jose Police Department web-site

                        (Rules Committee Referral 10/1/03, Item G)

 

            Documents Filed:  Memorandum from Thomas R. Wheatley, Acting Chief of Police, dated October 23, 2003, recommending posting on the San Jose Police Department web site specified information on high-risk sex offenders residing in San Jose; and a copy of letter dated October 23, 2003 sent to Attorney General Bill Lockyer forwarding San Jose Police Department’s recommendations for improvements to California’s Megan’s Law.

 

            Discussion/Action:  Deputy Police Chief Rob Davis reviewed the proposal for posting high-risk sex offender data on the San Jose Police Department web-site.  Member Cindy Chavez urged the Police Department to continue working towards a long-term goal of also posting the 1800 serious risk sex offenders residing in San Jose.  With San Jose and other cities taking the lead, Deputy Chief Davis hopes that the State will be pressured to improve its sex offender web-site and eventually make it available to the public.  Chair Dando remarked that 31 states already have specific sex offender information posted on their web-sites.  The Committee expressed gratitude to the Police Department for their timely response on this issue.

           

 

 

 

            Betsy Shotwell, Director of Intergovernmental Relations, distributed a copy of the letter sent to State Attorney General Bill Lockyer, signed by the Mayor and all Council Members, forwarding San Jose Police Department’s recommendations for improvements to California’s Megan’s Law.

 

            The Committee accepted Chief Wheatley’s proposal for posting high-risk sex offender data on the San Jose Police Department web-site.
