RECOMMENDATION

 

Conduct a public hearing and adopt a resolution vacating a portion of Crucero Drive, reserving a public service easement.

BACKGROUND

 

This request to vacate the cul-de-sac portion of Crucero Drive (map attached) is a recommendation of the Santee Neighborhood Revitalization Plan to minimize traffic through the existing apartment complex. The Santee Neighborhood Revitalization Plan was adopted by Council in June 1996. Once the vacation is complete a new cul-de-sac bulb will be built 80 feet to the southeast.

 

On October 7, 2003, Council adopted a resolution which declared the Council’s intention to vacate this portion of Crucero Drive.  The resolution approved a map showing the subject right-of-way proposed to be vacated, set the public hearing for November 4, 2003 at 1:30 p.m. and directed the Director of Public Works to post the site with a Notice of Vacation.

 

 

ANALYSIS

 

Staff has determined that this portion of Crucero Drive is not needed as a public street. The area proposed for vacation will be reserved as a public service easement (PSE).  All concerned utility companies have consented to the street vacation with the reservation of a PSE.

 

According to the title report issued by First American Title Company, Ginden-R & B Company, a limited partnership, holds fee title to this portion of Crucero Drive.

 

No new information regarding this vacation has been received since the October 7, 2003 Council meeting.

 

 

COORDINATION

 

The required resolution has been reviewed by the City Attorney's Office.  The vacation has been coordinated with the appropriate public utility companies and the Planning Commission has approved the vacation.
