RECOMMENDATION
Report on bids and award of contract for the Hope Street Improvement Project to the low bidder, and approval of a ten percent contingency. CEQA: Exempt.
BACKGROUND
The Alviso Master Plan, developed by the Department of Planning, Building, and Code Enforcement with local community input, was adopted by City Council in December 1998. The Master Plan recommends an action plan to improve streets in Alviso that do not have the full improvements of curbs, gutters, sidewalks, lighting, drainage and street trees. The majority of the land in Alviso is largely developed; therefore, there is less opportunity for these improvements to be constructed as a condition of approval for new land development. In effect, the Action Plan recommends that a Community Development Block Grant (CDBG) funding be pursued for street improvements. Hope Street is identified in the Master Plan as the highest priority for street improvements.
In the spring of 1999, Public Works was requested to submit a CDBG application for Hope Street Improvements. The grant for the project was approved and funded in the amount of $674,000.
The Hope Street Improvement project will build new infrastructure along Hope Street between Catherine and Mill Streets (map attached). The scope of work for this proposed project includes replacement of deteriorated asphalt pavement; construction of a new curb, gutter, sidewalk, and driveways; installation of new street lighting system; and upgrading of the existing sanitary sewers and storm drain facilities. New trees and landscaping will also be installed within the project limits.
ANALYSIS
A supplemental memo providing bid results will be forwarded after the bids are opened on November 1, 2001.
PUBLIC OUTREACH
This project will be listed on the City’s Internet Bid Line and will be advertised in the San José Mercury News and the San José Post Record. Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and San José Minority Development Center.
COORDINATION
This project has been coordinated with the Offices of the City Attorney, Risk Manager, Equality Assurance, and the Department of Planning, Building, and Code Enforcement and Department of Transportation.
