SUBJECT:  TRAFFIC SIGNAL INSTALLATION AT ALUM ROCK AVENUE AND McCREERY AVENUE PROJECT.

 

 

RECOMMENDATION

 

Report on bids and award of contract for the Traffic Signal Installation at Alum Rock Avenue and McCreery Avenue Project to the low bidder, San Jose Signal Electric Construction, Inc., in the amount of $186,667, and approval of a contingency in the amount of $18,700.

BACKGROUND

 

Alum Rock Avenue is a state-owned and operated facility.  The Departments of Public Works and Transportation, along with Council District 5 worked with the Alum Rock Community and business associations to identify funding strategies to construct a traffic signal facility at the intersection of Alum Rock Avenue and McCreery Avenue.  The community recently expressed concerns regarding pedestrian accessibility across Alum Rock Avenue.  The City, in efforts to address the concerns of the community, expedited funding to design and construct of the traffic signal facility at the intersection.

 

Typically, locations meeting the criteria for a traffic signal are developed based on Council Policy 2-2.  This policy requires the Department of Transportation to perform a traffic signal warrant study as prescribed in the State of California, Department of Transportation (Caltrans) Traffic Manual.  This location meets that criteria, and the City expedited funding to complete the project in a timely manner.

 

The Department of Public Works coordinated closely with a new housing developer at the intersection to assist the City in the completion of the traffic signal facility and was successful in negotiating a $35,000 contribution towards the project.  Upon completion of the project, Caltrans will operate and maintain the facility.

The low bid submitted by San Jose Signal Electric Construction Inc., is 4 percent over the Engineer's Estimate.  Staff considers this reasonable for the work involved.

 

Council Policy provides for a standard contingency of ten percent on public works projects involving a traffic signal system.  The standard contingency is appropriate for this project.

 

 

PUBLIC OUTREACH

 

This project public outreach was coordinated with Council District 5 and the Alum Rock Community and business associations.

 

To solicit contractors, this project was listed on the City's Internet Bid Line and advertised in the San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder's exchanges.

 

 

COORDINATION

 

This project and memo have been coordinated with City Attorney’s Office, City Manager’s Budget Office, the Departments of Planning, Building and Code Enforcement, and the State of California Department of Transportation.

*Part of the Project Delivery Costs ($27,742) were expended in prior years.  Funding for the    remainder of the project costs is programmed in 2003-2004.

 

3.     SOURCE OF FUNDING:  429 – Building and Structure Construction Tax Fund

 

4.     FISCAL IMPACT:  This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  The project will have minimal operating and maintenance costs upon completion of the project because Caltrans will be operating and maintaining this traffic signal system.
