The Council of the City of San José convened in Joint Session with the Redevelopment Agency Board at 4:42 p.m. in City Council Chambers at City Hall.
Present: Council Members: Campos, Chavez, Chirco, Cortese, Dando, Gregory, LeZotte, Reed, Williams, Yeager.
Absent: Council Members: Gonzales.
7.3 City Council and Agency Board acceptance of the West San Carlos Street/Bascom Avenue Economic Development Strategy. CEQA: Exempt

Memorandum from Executive Director of Redevelopment Agency, Susan F. Shick,
dated September 23, 2003, recommending the acceptance of said report. (2)
Hardcopy of the West San Carlos Street/Bascom Avenue Economic Development
Strategy of May 2003.
Discussion/Action: Joe Rubino and Tim Muller spoke on the issue. Chair of the West San Carlos St./Bascom Avenue Economic Development Strategy Board and Chair of the Buena Vista Avenue Association Robert Solis presented a Powerpoint slide presentation of the West San Carlos/Bascom Avenue Economic Development Strategy Plan. Council Member Yeager moved approval of the report and stated he was happy to see this project get through its’ development strategy and finally begin the final processes for completion. Vice Mayor Dando referenced Page 4-11 of the strategy report and asked if the illegal activities Staff referred to was something the police department should be made aware of immediately and prior to their approval. Director of Neighborhood and Industrial Development, Deborah Nelson responded by stating the illegal activities they were referring to include any illegal issues that may occur in connection with the existing adult businesses along the area proposed in the strategy and the proper authorities were already aware of the issues. Vice Mayor Dando requested Staff to provide clarification pertaining to the definition of the term ‘well behaved in public’ contained within the Staff report. Upon motion by Council Member Yeager, seconded by Council Member Chavez, and unanimously carried, the West San Carlos Street/Bascom Avenue Economic Development Strategy was accepted with the direction for Staff to provide clarification to Council pertaining to the definition of the term, “well behaved in public” which was referenced to in the Staff report.
