Attached is a copy of the Notice to the Public regarding
deadlines for submitting ballot arguments for and against any measures the
Council may choose to refer to the March 2, 2004 ballot.
BALLOT MEASURES/CHARTER
AMENDMENTS
December 2, 2003 is the last regularly scheduled Council
meeting prior to the December 5, 2003 statutory deadline at which the Council
may refer any measures and/or Charter Amendments to the March 2, 2004
ballot. The Ballot language must be
contained in the Resolution adopted by Council referring the matter to the
Ballot. The City Attorney will prepare
the Resolution following Council action to refer any measures and/or Charter
amendments to the Ballot.
IMPARTIAL
ANALYSES
Monday, December 8, 2003 at
5:00 P.M. is the deadline to receive in the Office of the City Clerk the
City Attorney’s impartial analyses of any ballot measures which may be referred
to the March Ballot. This is the same deadline as that for receipt of ballot
arguments. An impartial analysis “shall not exceed 500 words in length” (EC
9280) and needs to contain the signature and title of the City Attorney, and
the date submitted.
BALLOT
ARGUMENTS
Monday, December 8, 2003 at 5:00 P.M. is the deadline to
receive in my office any ballot arguments which may be submitted on
measures. If only one argument is
submitted, the City Clerk is required to submit it to the Registrar of Voters
for printing in the ballot. Notice of
the deadline has been published and posted at various locations throughout City
Hall.
PUBLIC
INSPECTION PERIOD
The ten day public inspection period will run from December
9, 2003 through December 19, 2003 at 5:00 P.M.
This is the period during which any member of the public may challenge
the content of any of the election materials.
