Report on bids and take appropriate action based on the evaluation of bids for the Norman Y. Mineta San José International Airport North Concourse Site Facility Relocations Project and approval of 15 percent contingency.

BACKGROUND
In June 1997 the City of San José adopted the Airport Master Plan for Norman Y. Mineta San José International Airport, which consists of a phased program of facility improvements designed to fully accommodate commercial aviation demand for the year 2010.
The Federal Aviation Administration approved this Master Plan in December 1999.
The Airport Master Plan includes replacement of existing Terminals A and C with a new Central Terminal, including a new North Concourse, located between the existing Terminals A and C.
The City plans to implement construction of the North Concourse Project using a multiple prime project delivery method. The first contract to be awarded under this delivery method will be for mass excavation of the site.
To prepare the North Concourse site for excavation, an existing facility must be relocated. The facility, a United Services Organization (USO) trailer, will be moved to a site immediately south of the Terminal A Parking Garage.
The (USO trailer) relocation project scope of work includes site preparation, all utility connections and associated miscellaneous work; and finally the physical relocation of the USO trailer onto the new site. The project construction is scheduled to begin in January 2004 with an anticipated completion date of April 2004.
A supplemental memo will be provided after bids are opened on November 20, 2003.
Council Policy provides for a
standard contingency of 15 percent on public works projects involving the
renovation of a building. The standard contingency is appropriate for this
project.
To solicit contractors, this project was listed on the City’s Internet Bid Line and the Airport Department’s web page, and advertised in the San Jose Post Record. Bid packages for all construction projects are provided to various contractor organizations and builder’s exchanges.
The San José Municipal
Code requires that capital projects at the Airport be consistent with the
adopted Airport Master Plan. The
relocation of trailers to clear the site for the construction of the North
Concourse is a necessary component of the Airport Master Plan development program
in preparation for the construction of new North Concourse, and is therefore
consistent with the Airport Master Plan under Municipal Code Section
25.04.210(B)(2).
This project and memo have been coordinated with the City Manager’s Budget Office, the City Attorney’s Office and the Departments of Finance and Planning, Building and Code Enforcement.

FISCAL IMPACT: This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.
