Staff
is recommending that the requirement for 36” box trees on site be replaced with
24” box sizes. Staff normally uses 24”
box trees as mitigation as they provide greater visual impact upon planting,
are readily available and have a high survival rate similar to 15 gallon sized
trees. The proposed use of 36” box
trees would force the developer to obtain a significant number of an unusual
size tree to meet the requirements as proposed, and result in trees with a
lower survival rate, especially as compared to 15 gallon and 24” box sized
trees. The offsite mitigation
requirement of 36” box sizes would remain as the applicant is proposing to
convert that requirement into an equivalent donation to Our City Forest. This
would give Our City Forest greater flexibility in planting as they typically
plant utilizing 15 gallon and 24” box size trees.
