Approval of a sixth amendment to the consultant services agreement with Parsons Transportation Group, Inc. relating to the Route 87 Freeway Project, extending the term of the agreement from December 31, 2003 to June 30, 2004, at no additional cost.
BACKGROUND
The City of San José and the California Department of Transportation (Caltrans) are jointly implementing a project to upgrade Route 87 to a freeway between Julian Street and Route 101.
Since 1998, the City has retained a multi-disciplined team of consultants led by Parsons Transportation Group (PTG). PTG has provided essential project management and engineering design services to the Route 87 Project to support the City’s goal of constructing a quality freeway at the earliest possible date. The current agreement for consultant support services under this agreement will expire December 31, 2003.
ANALYSIS
The use of engineering consultants to supplement the efforts of City and Caltrans staff has been essential in providing a variety of critical support services for the Route 87 project. The PTG Team has provided both the City and Caltrans with timely and quality work products. Their historical knowledge of the issues surrounding the Route 87 project and multi-disciplined team approach to resolving issues has been a key element in supporting the City’s objective toward advancing the project.
Upon approval of the sixth amendment to extend the term of the agreement, PTG will provide services related to:
· Providing the necessary technical resources and analysis to facilitate the coordination of construction activities between the Route 87 project and the expansion of the Mineta San José International Airport, specifically at Skyport Drive and Airport Parkway.
· Re-evaluation of the improvements required at the intersection of Airport Parkway and Technology Drive to develop a lower cost alternative.
· Tracking the project schedule and facilitating the planning for the opening of the mainline freeway between Julian Street and Route 101, currently planned for early 2004.
· Continue facilitating the Project Management Team, Design and Construction and Public Information Coordination meetings.
· Completing the bike lane plans for the connection of the Guadalupe River Park Trail to Taylor Street.
The term of the sixth amendment to the agreement with PTG shall extend the completion date from January 1, 2004 to June 30, 2004. The compensation for the original agreement plus the first through the fifth amendments is $3,363,000. The sixth amendment will be at no additional cost to the City.
This agreement has been coordinated with Caltrans. Outreach with the community (including the local neighborhood associations, County of Santa Clara and the Mineta San José International Airport) will continue through project completion.
This agreement has been coordinated with the Department of Planning, Building and Code Enforcement and the Offices to the City Attorney, Budget and the Risk Manager.
There is no additional cost to the City associated with this recommendation. The breakdown of the total cost of the Agreement including this amendment is as follows:
