SUBJECT:     AGREEMENT BETWEEN City of San JosE AND CLARK

WIEGMAN (dba ARTIFACTURE) TO FABRICATE AND INSTALL A PUBLIC ARTWORK AT THE NEW ROSEGARDEN BRANCH LIBRARY

 

 

 

 

RECOMMENDATION

 

Adoption of a resolution authorizing the City Manager to negotiate and execute an agreement with Clark Wiegman (dba Artifacture) to fabricate and install an artwork at the new Rosegarden Branch Library for an amount not to exceed $101,609.

 

 

BACKGROUND

 

With the passage of Bond Measures O and P in November 2000, the City of San José is undertaking reconstruction, replacement or expansion of branch libraries, and renovation and/or replacement of nearly 100 City parks and recreation facilities.  Consistent with Title 22 of the Municipal Code, each Bond Measure project with a budget over $500,000 has 2% of project costs allocated to public art.  The projects are scheduled to be complete in 2010.

 

The Bond Measure recommendation for the Rosegarden Branch Library calls for design and building of a new facility to be located at 1580 Naglee Avenue.  A $143,070 budget for public art has been identified as part of the Rosegarden Branch Library capital project ($21,461 for administration, $20,000 for design proposal and $101,609 for fabrication/installation.)

 

On July 16, 2002, a community-based panel unanimously selected artist Clark Wiegman to develop a design proposal for an artwork for the Rosegarden Library.  At its August 2002 meeting, the Arts Commission approved that recommendation.

 

 

ANALYSIS

 

Working with the community and the design team, the artist developed a design that includes two elements: Aton, a sculpture suspended from the lobby ceiling, and Floribunda, an installation of sculptural glass roses integral with the fireplace.  On October 8, 2003, the Arts Commission reviewed the artist’s proposal and recommended that the City negotiate an agreement to fabricate and install the artwork.

 

 

PUBLIC OUTREACH

 

Community participation in this project included selection of the artist by a community-based panel, and interface between the artist and the community during the design phase.  Both the artist selection and the design proposal were reviewed, discussed and approved by the Public Art Committee and the Arts Commission at publicly noticed meetings.
