RECOMMENDATION
Approval
of the Bellevue Park Master Plan.
BACKGROUND
The
Redevelopment Agency acquired the land and is providing funding
for the construction of a neighborhood park in the Monterey
Corridor Redevelopment Project Area. The approximately one and 3/4-acre
park site is located on Bellevue Avenue, between Monterey
Road to the east and Pomona Avenue to the west, and north
of the Union Pacific Railroad right-of-way. The park will serve the residential
neighborhood that begins on the north side of Bellevue Avenue. The park will replace the corrugated-metal
industrial buildings located on the site.
ANALYSIS
The Greenprint, the Parks, Recreation and Neighborhood
Services Departments long range-planning document, indicates the need for
approximately 180 acres of additional park and recreational space by the year
2020 based on a desire for 3.5 acres per 1,000 residents within Council
District 7. Furthermore, the GreenPrint
specifically calls out the greater area around this site as underserved related
to parks.
In 2002 the San Jose Redevelopment Agency, Department of
Parks, Recreation and Neighborhood Services and the District 7 Council Office
held two community meetings in April and June to discuss the concept of a
neighborhood park and to solicit input on the amenities that should be included
in this park site.
As a result of these meetings with the neighborhood, the
elements identified for inclusion in the Master Plan were:
The tentative Master Plan was brought forward to the Parks
and Recreation Commission at the November 5, 2003, meeting reflecting the
inclusion of all of the elements listed above.
Deborah Morrillo, Vice-President of the Alma Neighborhood Association,
spoke in favor of the plan under review.
The Commission gave a positive response regarding the tentative plan
asking only that the City consider methods for insuring some degree of shade
from the sun exists in the early years of the park’s existence.
OUTREACH
Community meetings were held on April 15, 2002, and June 17,
2002, to discuss the Master Plan. The
April meeting was attended by 27 residents and the June meeting by 17. A strong community consensus supportive of
the proposed Master Plan resulted. The
greater neighborhood has and will continue to be informed of project progress
through monthly Strong Neighborhood Initiative NAC meetings.
COORDINATION
This proposed Master Plan has been
coordinated with the Departments of Public Works, Planning, Building and Code
Enforcement, the Redevelopment Agency, the Office of the City Attorney, the
Council District 7 Office, and the City Manager’s Budget Office.
