Subject: COOPERATION AGREEMENT FOR LOAN OF ASSISTANT CITY MANAGER
It is recommended that:
The Agency Board and City Council approve a Cooperation Agreement between the City and the Agency for the loan of an Assistant City Manager to the Agency to serve as Assistant Executive Director.
The position of Assistant Executive Director of the
Redevelopment Agency has most recently been classified and compensated through
the Civil Service System in the same range as Assistant City Manager. In an effort to recruit and retain the most
highly qualified candidate for this position, it would be an advantage to
maintain that structure and recruit for this position as if it were part of the
Civil Service System.
This is the appropriate range based on
responsibilities of the position to effectively recruit as a Civil Service
position while maintaining comparability within the Agency’s existing
compensation structure. Classifying and
compensating the position at the Assistant City Manager level will also allow
the Agency to offer relocation and housing assistance as provided by the
Council Resolution No. 69478 passed in April 2000, for newly appointed Senior
Staff.
The person hired into this position would be on loan
from the City to the Agency and all costs associated with their service would
be reimbursed by the Agency to the City. This position is included in the
Agency’s FY 2001-2002 approved operating budget.
This report has been coordinated with the Agency’s
General Counsel and the City's Human Resources Department.
There would be no fiscal impact to the City as a
result of filling the position through the Civil Service System and loaning
that individual to the Agency as Assistant Executive Director. Funding for this
position would be provided through the Agency’s approved operating budget.
