RECOMMENDATION

 

Approval of an agreement with Callander Associates Landscape Architects, Inc. for consultant services for the development of master plans and construction documents for Floyd and Locust Street Park and Sixth and William Street Park, from the date of execution of the agreement to June 30, 2003, in the amount of $162,000, and additional services in the amount of $5,000, for a total agreement amount of $167,000.

 

BACKGROUND

 

The Floyd and Locust Park site is located in a residential neighborhood in central San José.  It is comprised of the combination of three lots on the intersection of Floyd Street and Locust Drive (map attached).  The City-owned site is approximately 0.4 acres and is vacant with the exception of a few orchard trees.  Residential homes surround the site.

 

The Sixth and William Park site is located in a residential neighborhood in central San José.  It is comprised of the combination of four lots on the intersection of South Sixth Street and East William Street (map attached).  The City-owned site is approximately 0.6 acres and has a partially completed structure that will be removed.  The remainder of the site is vacant.  Residential homes surround the site.

 

The Department of Public Works proposes to engage the services of a design consultant to produce a master plan and construction documents for the development of each of the two park sites.

 

ANALYSIS

 

The Department of Public Works has a current list of landscape architect consultants for design services for various parks and other public facilities.  The list was established in accordance with the Public Works policy for selecting consultants.  The firm of Callander Associates Landscape Architects, Inc. is on this current consultant list.

 

It is recommended that the firm of Callander Associates Landscape Architects, Inc. be awarded an agreement for design services for the Floyd and Locust Street and Sixth and William Street Park sites.  Callander Associates Landscape Architects, Inc. has expertise in performing design services for parks and recreational facilities.  Staff has negotiated an agreement for services with total fees of $167,000, which is appropriate for the work to be performed.

 

The scope of services for this project includes the preparation of a master plan, construction contract documents, and cost estimates for each park project.  During the preparation of the construction documents, PRNS staff will be pursuing grant funding to augment the project.

 

Upon approval of this agreement, work will progress as follows:  Community meetings, preliminary planning, environmental studies and final master plan design will take place between December 2001 and October 2002; the proposed master plan will be presented to the Parks and Recreation Commission in October 2002 and to the City Council in November 2002; and the construction documents will be prepared between December 2002 and June 2003.

 

PUBLIC OUTREACH

 

The list of landscape architect consultants was established in accordance with the semi-formal selection process of the Public Works policy for retaining consultants to provide services.  The list was established through a request for qualifications which was advertised in the San Jose Mercury News, the City’s Internet Bid Line, and professional trade newsletters.

 

COORDINATION

 

This proposed agreement has been coordinated with the Departments of Parks, Recreation and Neighborhood Services and Planning, Building and Code Enforcement; and the Offices of the City Attorney, Risk Manager, and Equality Assurance.
