RECOMMENDATION
Report on bids
and award of contract for the Tuers-Capitol Golf Course Mitigation Project to
the low bidder and approval of a ten percent contingency. CEQA:
EIR dated 12/21/99,
pp 98-03-064.
BACKGROUND
The construction of a new 18-hole municipal golf course is substantially complete. The golf course facility includes a two-story driving range, a clubhouse, a parking lot, a maintenance building, and a cart barn. Prior to construction of the golf course, the approximately 180-acre site was primarily undeveloped land. The site is located within the Coyote Creek Park Chain, north of Capitol Expressway, between Tuers Road and Lone Bluff Way (map attached). The project site is bisected by Coyote Creek and the golf course is developed on both sides of the creek.
The Tuers-Capitol Golf Course master plan was approved by City Council, along with the project Environmental Impact Report (EIR), on May 25, 2000. The EIR for the project requires mitigation for environmental impacts to the site, including riparian habitat losses due to intrusions by the development into the riparian corridor and for habitat enhancements required by the City’s Riparian Corridor Policy. Intrusions into the riparian corridor include the construction of a 12-foot wide bridge across Coyote Creek.
In accordance with the EIR, a plan was produced for the habitat mitigation required for the golf course project. Native plants have been contract grown to meet the specific requirements of the plan. The plants are now available for installation as part of the proposed project
The proposed project will install the required habitat mitigation plan for the golf course development, in accordance with the conditions of the EIR.
The proposed project will install riparian habitat improvements required for the construction of the Tuers-Capitol Golf Course. The project will plant four acres of riparian vegetation and will maintain 22 acres of grassland within the setback/buffer adjacent to the riparian corridor along Coyote Creek for 335 calendar days.
A supplemental memorandum will be submitted after bids are opened on November 29, 2001.
This base bid scope of work will consist of site clearing and preparation, the installation of an irrigation system, and the planting of 1,500 native trees and shrubs.
In addition to the base bid, there is one add alternate bid item as follows:

A ten percent contingency is requested for any unforeseen conditions which may arise during construction of this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San Jose Mercury News and San Jose Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San Jose Minority Business Development Center.
This project was coordinated with the City Manager’s Budget
Office; Offices of the City Attorney, Risk Manager and Equality Assurance; and the Departments of
Planning, Building and Code Enforcement; Conventions, Arts and Entertainment;
Environmental Services Department; General Services, and
Parks, Recreation, and Neighborhood Services and Public Works.
