REASON FOR ADDENDUM

 

This addendum is requested to keep the subject project on schedule.

 

RECOMMENDATION

 

It is recommended that the City Council take the following actions:

 

1.                  Accept this report on bids and on the award of contract for the Improvement of Colleen Drive at Blossom Avenue, to the low bidder, Grade Tech, Inc., in the amount of $254,766.50, and approval of a contingency in the amount of $25,500.  CEQA:  ND.

2.                  Adopt the following Appropriation Ordinance amendments in the Construction Excise Tax Fund:

a.       Establish an appropriation to the Department of Public Works for the Colleen Drive Improvements project in the amount of $124,000.

 

b.      Decrease the estimate for Ending Fund Balance by $124,000.

 

BACKGROUND

 

The south side of Colleen Drive at Blossom Avenue (see attached map) is not fully improved and operates with a narrow lane in the eastbound direction.  The street pavement is not at its full width and lacks drainage and streetlight facilities.

 

This project addresses the need to improve the south side of Colleen Drive to its ultimate right-of-way.  The proposed improvements include new sidewalk, curb, gutter, wheelchair ramps, streetlights, and improved storm drainage.  The scope of work also includes the removal of the existing AC berm, AC path and some deteriorated pavement.

The bid documents have been reviewed and found to be in order.  Grade Tech, Inc., the low bidder, is 26 percent below the Engineer’s Estimate.  The variation in the estimates can be attributed to the competitive bidding climate at this time of year and in the present economic environment.  The Engineer’s Estimate and the low bidder’s construction cost were analyzed and the most significant price difference can be found in two areas:  Clearing and Grubbing, and concrete items such as sidewalk and drainage gutters.

 

A $25,500 contingency is requested for unforeseen conditions that might arise during construction of this project.

 

The project’s cost exceeds the budget estimate by $124,000 primarily due to higher property acquisition costs and some construction scope changes.  Because of the higher real estate prices in Santa Clara County during the past two years, the actual property acquisition cost was $97,000 higher than the acquisition cost estimated in June 1999. 

 

The construction scope changes included miscellaneous items such as erosion control, and additional sidewalks and drainage pipes and catch basins that were included in the final design to make this project more fully operational.

 

PUBLIC OUTREACH

 

This project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and the San José Post Record.  Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and San José Minority Development Center.

 

COORDINATION

 

This project has been coordinated with the Offices of the City Attorney, Risk Manager, Equality Assurance, and Budget, and the Departments of Planning, Building, and Code Enforcement, and Transportation.
