RECOMMENDATION

 

Report on bids and award of contract for the Fire Station No. 20 Improvements to the low bidder, Westeren Construction, Inc., in the amount of $532,852, and approval of a contingency in the amount of $90,000.  CEQA: Exempt.

 

BACKGROUND

 

The Fire Department has requested the Department of Public Works to construct an additional restroom and five larger bedrooms to provide better privacy at Fire Station No. 20.  The site is located at the Norman Y. Mineta San José International Airport.

 

The scope of work for the project includes site improvements, strengthening of a wall where new construction abuts existing building, wood framing, roofing, new doors and aluminum windows, new heating and air conditioning system with charcoal filter, electrical, plumbing and new gas and water meters.  Architectural finishes include lath and plaster, drywall, resilient tile flooring, ceramic tile at toilet and baths, suspended acoustical ceiling and painting.

The low bid submitted by Westeren Construction, Inc., in the amount of $532,852, is 24 percent under the Engineer’s Estimate.  This can be attributed to a change in the bidding environment as indicated by the large number of competitive bids received for this project.   taff has reviewed the bid documents and considered this a very good price for the work.

 

A higher than normal contingency of $90,000 is requested for any unforeseen conditions due to the retrofit nature of the work, uncertain Airport security issues and construction phasing during the construction.  The construction phasing will minimize the impact to the operations of the firehouse.

 

PUBLIC OUTREACH

 

This proposed project was listed on the City's Internet Bid Line and advertised in the San Jose Mercury News and San Jose Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This proposed project has been coordinated with the Departments of Fire and Airport, and the Offices of the Budget, City Attorney, Risk Manager, and Equality Assurance.
