RECOMMENDATION

 

Report on bids and award of contract for Parma Park Renovation Project to the low bidder, and approval of a ten percent contingency.   CEQA:  Exempt.

 

BACKGROUND

 

Parma Park is an existing neighborhood park located on Camden Avenue and Little Falls Drive.  The park is bounded on the north by Camden Avenue, on the west by Little Falls Drive, on the east by the Almaden Community Center and on the south by the Simonds Elementary School ballfield. 

 

This park is identified in the City Parks Bond Measure that passed in November 2000 which provides funding for the renovation of park play areas and restrooms in neighborhood parks.  The existing tot lot and youth-age play areas in need of renovation and will be upgraded to meet current park standards.

 

The base bid scope of work includes replacement of the existing play equipment and surfacing material in both the youth and tot lot play areas, installation of new benches, lighting, planting, irrigation and concrete walkways.

 

In addition to the base bid scope of work there are two Add Alternate bid items as follows:

Funding for this project is partially provided by the City Parks Bond Measure.  Additional funding is currently being raised by the Jake Thomas Eby Memorial Fund for a play area to be constructed in memory of Jake Thomas Eby, a two-year old boy who lived in the neighborhood and who had frequented the play areas at Parma Park.   It is intended that the funds raised by the Memorial Fund be combined with the Bond Measure funding for the tot lot to design and construct a tot lot which will be named "Jake's Play Lot".

 

The Memorial Fund is expected to raise $400,000 for Jake's Play Lot.  It is anticipated that $400,000 from Construction/Conveyance Tax Fund, Parks Council District 10 in Fiscal Year 2001-02 will supplement the funding for this project and will be reimbursed by the Memorial Funding as these funds are collected.

 

The proposed total budget for this project is $900,000, comprised of $500,000 in Bond Measure funds plus the anticipated $400,000 from the Jake Thomas Eby Memorial Fund.

 

.ANALYSIS

 

A supplemental memorandum will be submitted after the bid opening on November 27, 2001.

 

A ten percent contingency is requested for any unforeseen conditions which may arise during construction on this project.

 

PUBLIC OUTREACH

 

This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This proposed project was coordinated with the Offices of the City Attorney, Risk Manager and Equality Assurance; and the Departments of Planning, Building and Code Enforcement, General Services, and Parks, Recreation and Neighborhood Services.
