RECOMMENDATION

 

Approval of Contract Change Order No. 2 for the City Hall Hallways Improvement Project with Eddie Torrez Construction for additional construction work in the amount of $23,893 for a total contract amount of $99,735, approval of an increase in the construction contingency by $22,805 for a total contingency in the amount of $33,805, and extension of the term of contract by 15 working days to October 31, 2001.

 

BACKGROUND

 

The City Hall Hallways Improvement Project is intended to provide a much-needed facelift for the lobby and the first and second floor hallways of the City Hall and City Hall Annex.

 

The scope of work includes installation of new wall coverings, wood trim, wall and ceiling paint, and carpeting.  It also includes two add alternates to paint the window curtain wall on the first floor hallway and carpet the second floor Annex bridge and hallway.

 

On July 13, 2001, the Director of Public Works awarded Eddie Torrez Construction, Inc., a contract for $65,930 for the above scope of work and authorized a contingency of $11,000.  A Notice to Proceed was issued on July 16, 2001.

 

One previous change order was approved by the Director of Public Works.  The scope of work included painting an additional column, increasing the amount of wallpaper in the first and second Annex hallways, and removing the existing wallpaper in the hallways and Annex.

 

ANALYSIS

 

During the inspection of the project, the contractor and inspector discovered that the supporting wires and ceiling T-bars were not code compliant and were in imminent danger of failure.  This safety concern required immediate attention, and the contractor was directed by City staff to replace the existing acoustical tile ceiling in the first floor Annex hallway with a new dropped ceiling system.  The oversized light fixtures were replaced with standard energy-saving lamps.  The contractor also painted the four first floor Annex bridge columns and installed new thresholds for the Council Chamber doors.  The total cost of the changes was $23,893, which staff considers reasonable.

 

Additionally, this request includes an increase in contingency in the amount of $22,805 to compensate the contractor for the additional work and other improvements for the building.  This change order requires City Council approval because the cost will exceed the Director’s authority.  For contracts in an original amount not exceeding $100,000, the Director is authorized to issue change orders in an aggregate amount not exceeding $10,000.
