RECOMMENDATION

 

Approval of first amendments to four master agreements for design consultant services with four landscape architecture firms for Various Park and Recreation Projects, increasing the maximum amount of compensation as follows:

BACKGROUND

 

A total of 69 play area and restroom renovation projects were identified in the Parks Bond Measure that passed in November 2000.  The first nine projects were begun under separate consultant agreements or service orders in FY 2000-01.  Seven of these nine projects have construction contracts awarded and are currently under construction or will soon start construction.  The remaining two projects are under design.

 

In June 2001, the City entered into a master agreement with five landscape architect consultants, Moore Iacofano Goltsman, Inc., the beals group, inc., Cottong & Taniguchi, MPA Design and Tom Richman & Associates, Inc., for design services for 36 play area and restroom renovation projects under the Parks Bond Measure.  To date, design work for 20 of the 36 projects has been authorized under these master agreements, and the other 16 projects are either under negotiation with the consultants or are scheduled to begin in January 2002.

 

The remaining 24 play area and restroom renovation projects which were not included under the five original master agreements are scheduled to begin in the later half of FY 2001-02 and in FY 2002-03. 

 

ANALYSIS

 

The five firms cited above were selected through a competitive process involving both City and external professional evaluators.  One firm, Tom Richman & Associates, Inc., has limited capacity for additional work at this time and is therefore not recommended for an increase in contracting authority.

 

In order to proceed with the remaining 24 play area and restroom renovation projects, it will be necessary to increase the maximum compensation amount in the existing master agreements.  Staff recommends increasing the maximum compensation amount in four of the five master agreements as follows so that scheduling and work for these 24 projects may begin without delay:
