Approval of a Cooperation Agreement with the County of Santa Clara in the amount of $409,400 for the Central Expressway and De La Cruz Boulevard Intersection Improvement Project.
BACKGROUND
In June 1997, the City
Council adopted Resolution No. 67380 regarding the San Jose International
Airport Master Plan Environmental Impact Report (EIR). The EIR identified the improvement of
several intersections as required traffic mitigation measures for
implementation of the Master Plan. One
of these measures is the addition of a third left-turn lane from eastbound
Central Expressway onto northbound De La Cruz Boulevard. The intersection of Central Expressway and
De La Cruz Boulevard lies within the City of San Jose and the City of Santa
Clara. This intersection is the
jurisdictional responsibility of the County of Santa Clara.
The County of Santa Clara is implementing the Central Expressway Level of Service Project. This project consists of providing High Occupancy Vehicle (HOV) lanes on Central Expressway and De La Cruz Boulevard between Scott Boulevard in Santa Clara and Highway 101 on and off ramps in San Jose. This project requires the reconfiguration of the Central – De La Cruz intersection.
Discussions with the
County of Santa Clara have determined that the addition of the third left turn
lane from Central to De La Cruz is within the scope of the County’s Central
Expressway Level of Service Project.
Under the Cooperation
Agreement for the Level of Service Improvement for Central Expressway and De La
Cruz Boulevard, the Airport will pay the County of Santa Clara a total of
$409,400 and the County will construct the third left turn lane. The
County of Santa Clara will be responsible for all phases of the project,
including design, construction, and management costs. The completed project will fulfill the EIR requirements to
mitigate the Airport’s traffic impact on the Central – De La Cruz
intersection. The payment of $409,400
is stipulated to be made to the County within 45 days of award of their
construction contract. The total cost
of the project is estimated at $3,700,000. The County’s project milestone goals
are as follows:

Construction: July 15, 2002

Construction: December 30, 2002
