Subject:  GRANT AGREEMENT WITH UNITED WAY SILICON VALLEY

RECOMMENDATION

Council approval of a grant agreement with United Way Silicon Valley in the amount of $250,000 for capacity building.

BACKGROUND

On June 11, 2002, the City Council approved the Mayor’s June Budget Message, which included an appropriation of $250,000 for a matching grant program.  The program would match dollar for dollar any funds contributed for capacity building to United Way Silicon Valley (UWSV) by any city in the County, the County itself, local corporations, or foundations within the last six months of 2002.  The Message explained that investments in capacity building would multiply and provide more resources for local community organizations.

ANALYSIS

On January 29, 2003, Mark Walker, President and CEO of UWSV, submitted a letter to Mayor Ron Gonzales to advise the City that $354,000 had been raised to support capacity building from a number of local companies and foundations.  United Way Silicon Valley’s success in raising these funds meets the standards of the matching grant program.

In order to disburse the funds, the City must execute a grant agreement with UWSV.  Because the amount of the grant agreement exceeds $100,000, Council approval is required.
