Playgrounds Unlimited submitted the lowest responsive bid in the amount of $264,175.  However, staff recommends rejecting the bid of Playgrounds Unlimited, as non-responsible based on its recent history of delays in completing construction contracts with the City that impacted playgrounds in six parks.  The report accompanying this memorandum provides the grounds for staff’s recommendation that Playgrounds Unlimited be found non-responsible.  A copy of the report has been provided to the contractor for review prior to Council action.

The lowest responsive bid from a responsible bidder was submitted by JFC Construction, Inc. and is ten percent below the Engineer's Estimate.  Staff recommends awarding the contract to JFC Construction, Inc.

Council Policy provides for a standard contingency of five percent on public works park projects.  The standard contingency is appropriate for this project.
