after bids were opened.
Report
on bids for Ramblewood Park Play Area Renovation and Restroom Project with a
recommendation to:
a.
find the
apparent low bidder, Playgrounds Unlimited, not responsible for failure to
timely perform park renovation construction contracts awarded during 2002; and
b.
award the
contract to the lowest responsible and responsive bidder, JFC Construction,
Inc., in the amount of $270,068, and approval of a contingency in the amount of
$13,500.

Playgrounds Unlimited submitted the lowest responsive bid in
the amount of $264,175. However, staff
recommends rejecting the bid of Playgrounds Unlimited, as non-responsible based
on its recent history of delays in completing construction contracts with the
City that impacted playgrounds in six parks. The report accompanying this memorandum provides the grounds for
staff’s recommendation that Playgrounds Unlimited be found
non-responsible. A copy of the report
has been provided to the contractor for review prior to Council action.
The lowest responsive bid from a responsible bidder was
submitted by JFC Construction, Inc. and is ten percent below the Engineer's
Estimate. Staff recommends awarding the
contract to JFC Construction, Inc.
Council Policy provides for a standard contingency of five
percent on public works park projects.
The standard contingency is appropriate for this project.

OPERATING COSTS: This
project is consistent with the Council-approved Budget Strategy Economic
Recovery section in that it will spur construction spending in our local
economy. It provides for the renovation
of the existing play area and restroom, and, therefore, will have a negligible
impact on the operating budget.
