SUBJECT:     ADOPTION OF A RESOLUTION TO ACCEPT SB 720 FUNDS FROM THE COUNTY OF SANTA CLARA  IN THE AMOUNT OF $1,300,000 AND ADOPTION OF APPROPRIATION ORDINANCE AND FUNDING SOURCES RESOLUTION AMENDMENTS IN THE GENERAL FUND FOR EXPENSES RELATED TO THE PURCHASE OF SOFTWARE AND HARDWARE UPGRADES FOR THE POLICE DEPARTMENT'S AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (AFIS)

RECOMMENDATION

 

It is recommended that the City Council:

 

1.      Adopt a Resolution to accept SB 720 funds from the County of Santa Clara in the amount of $1,300,000;

 

2.      Adopt amendments to the Annual Appropriation Ordinance and Funding Sources Resolution in the General Fund for the Fiscal Year 2002-03 as follows:

 

  1. Increase the Police Department's Non-Personal Services appropriation in the amount of $1,300,000; and

 

  1. Increase the estimate for Revenue from Local Agencies by $1,300,000.

 

 

BACKGROUND

 

In May 1998 the Automated Fingerprint Identification System (AFIS) came on-line in the Central Identification Unit of the Police Department, providing upfront identification of individuals during the booking process.  AFIS processes, stores, and searches fingerprints that are transmitted electronically from LiveScan devices at various remote sites countywide.  AFIS was acquired through an Agreement between the County of Santa Clara and the City of San Jose.  On January 24, 2002, the CAL-ID Remote Access Network (RAN) Policy Board, with the support of the County Chiefs' Association, approved the consolidation of the AFIS and CAL-ID programs and agreed to share fiscal responsibility for all future upgrades to the AFIS system.

 

On September 19, 2002, the Police Department received approval from the CAL-ID RAN Policy Board and the Santa Clara County Chiefs' Association to purchase a software and hardware upgrade to the existing AFIS in order to improve the system's accuracy, performance, and reduce search/verification time.  The upgrade includes a palm print database, review station, and additional computer storage capacity for the additional images.

 

 

ANALYSIS

 

With the support of the Santa Clara County Chiefs' Association, the CAL-ID RAN Policy Board recommended that the County Board of Supervisors approve full funding of the procurement using SB 720 funds in the amount not to exceed $1,300,000.  The Board of Supervisors approved the funding on November 19, 2002. 

 

Funds not spent on the AFIS upgrade will be returned to the County of Santa Clara for redeposit in the SB 720 Trust Account.

COORDINATION

 

This memorandum has been coordinated with the City Manager’s Budget Office, the City Attorney’s Office and the Planning Department.

 

 

COST IMPLICATIONS

 

There will be no additional cost to the City of San Jose, as the equipment acquisition and related

contingency will be fully funded by the County of Santa Clara using SB 720 revenues.  There will be no additional annual maintenance costs due to the upgrade until FY 2008-09.  This is consistent with the General Principles section of Council approved Budget Strategy memo.
