Report on bids and award of contract
for the Norman Y. Mineta San José International Airport – Modular Parking
Office Structure to the low bidder, Brandall Modular Corporation in the amount
of $115,800, and approval of a contingency in the amount of $12,000.
BACKGROUND
The Airport busing operations and administration offices are
currently located in the southeast corner of the Airport, while the bus storage
yard is located over a mile north of the operations office. This negatively affects the bus operations
at the Airport. A solution was
developed to relocate the bus storage yard and bus operations office to a
single site in an open area south of Terminal C. The Airport would install modular buildings for the bus operation
offices in this consolidated location.
Efficiencies in busing operations can be attained through this project,
as well as providing flexibility in moving the operations as a unit if required
during phased development of the Airport.
Construction is scheduled to begin in May with completion in
August.

The low bid submitted by Brandall
Modular Corporation is five percent above the Engineer’s Estimate. Staff considers this reasonable for the work
involved.
Council Policy provides for a
standard contingency of ten percent on public works projects involving the construction
of a building. The standard contingency
is appropriate for this project.
The San José Municipal Code requires that capital projects
at the Airport be consistent with the adopted Airport Master Plan. This project is for the replacement of an
existing structure and is therefore consistent with the Master Plan and the
Municipal Code Section 25.04.210(B)(4).
This project was listed on the City’s Internet Bid Line and
advertised in the San Jose Mercury News. Bid packages for all public works
construction projects are provided to various contractor organizations and builder’s
exchanges.
This project and memo have been coordinated with the Departments
of Airport, Finance and Planning, Building and Code Enforcement, the City
Attorney’s Office and the City Manager’s Budget Office.
