Report
on bids and award of contract for the River Glen Park New Restroom Building
Project to the low bidder, Boulder Rock Landscape Construction, Inc., in the amount
of $158,400, and approval of a contingency in the amount of $15,800.
BACKGROUND
River Glen Park is a seven-acre neighborhood park located at
the intersection of Bird and Pine Avenues in West San José (map attached). The park is situated in a residential area
and consists of play areas, picnic areas and baseball fields.
The City Parks Bond Measure that passed in November 2000
provides funding for the renovation of park play areas and restrooms in
neighborhood parks. River Glen Park improvements are funded by the City Parks
Bond Measure and includes designing and building a new restroom building to
comply with current codes.
Construction is scheduled to begin in May with completion in
September.

The low bid submitted by Boulder Rock Landscape
Construction, Inc. is 25 percent below the Engineer's Estimate. The low bid is considered acceptable for the
work involved.
Council Policy provides for a standard contingency of ten
percent on public works projects involving the construction of a building. The standard contingency is appropriate for
this project.
To solicit contractors,
this project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public
Works construction projects are provided to various contractor organizations
and builder’s exchanges.
This project and memo were coordinated with the City
Attorney’s Office, the City Manager’s Budget Office, and the Departments of
Finance, Planning, Building and Code Enforcement, General Services and Parks,
Recreation and Neighborhood Services.

OPERATING COSTS: This
project is consistent with the Council-approved Budget
Strategy’s Economic
Recovery section in that it will spur construction spending in our local
economy. It provides for the
construction of a new restroom and therefore will have a negligible impact on
the operating budget.
