Subject: Central Community Policing Center – Historic Renovation & Site WORK Package

RECOMMENDATION

 

Report on bids and take appropriate action based on the evaluation of bids for the construction of the Central Community Policing Center – Historic Renovation & Site Work Package.

 

 

BACKGROUND

 

This is the first of 36 projects that comprise the Neighborhood Security Act Bond Measure (Measure O) passed by voters on March 5, 2002. This project is located at 1060 Taylor Street in Alviso.   This project includes the historic renovation of the old Alviso City Hall (City Landmark #HL00-117 - currently used as the Central Community Policing Center) as well as site landscaping and parking lot improvements.  The historical restoration includes replacement of exterior windows, doors and signage with those similar to the original structure that was opened in February 1935.  This project has been reviewed by the Historic Landmark Commission.   Construction is scheduled to begin in June with completion in September.

 

ANALYSIS

A supplemental memo will be provided after bids are opened on April 17, 2003.

Council Policy provides for a standard contingency of 15 percent on public works projects involving the renovation of a building.  However, on this project a contingency of 10 percent is being requested because over half of the work is landscaping and underground storm drain installation.

PUBLIC OUTREACH

 

This project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record.   Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

This project and memo have been coordinated with the Departments of Police, Finance and Planning, Building and Code Enforcement, the City Manager’s Budget Office and City Attorney’s Office.
