Approval
of the first amendment to the Master Agreement with Biggs Cardosa Associates,
Inc. for structural engineering services for various projects, increasing compensation
by $160,000 for a total amount of $250,000, and extending the term to June
2005.
BACKGROUND
In November 2001, the City Manager approved a Master Agreement with Biggs Cardosa Associates, Inc. to provide structural engineering services in the amount of $90,000. The term of the agreement expires on June 30, 2003.
Since the approval of this agreement, Public Works has experienced an increase in the number of projects that require the services of a structural engineering consultant. The first amendment to the Master Agreement will enable Biggs Cardosa Associates, Inc. to continue to provide structural engineering services on various City projects. The cost for services completed under this agreement will be funded by specific project appropriations as work on each project is initiated.
An alternative to extending this agreement for structural engineering services is for the work to be done by existing City staff. Staff considered this alternative and recommends continuing this agreement with the consultant because current City staff is fully utilized for coordination and plan review services and there are no available existing City staff resources with appropriate structural engineering expertise. Shifting existing City staff resources to these projects at this time would delay these various projects.

This agreement and memo have been coordinated with the City Attorney’s Office, the Planning, Building and Code Enforcement Department and the City Manager’s Budget Office.

4. OPERATING COSTS: This agreement is consistent with the Council-approved Budget Strategy since the proposed expenditure is funded by a source other than the General Fund. Construction of the projects for which these services are being secured will also be consistent with the Economic Recovery section of the Budget Strategy in that it will help spur construction spending in the local area.
