SUBJECT: REPORT ON RFQ FOR MOBILE COMPUTER INSTALLATION FOR THE POLICE DEPARTMENT PATROL FLEET
Report on a Request for Quotation and award for the installation of 436 trunk mounted mobile computers with Mobile Man Inc., (Santa Clara, CA) for a total cost of $147,001 and authorize the Director of General Services to execute the service order.
BACKGROUND
On January 28, 2003, City Council approved the purchase of 436 trunk-mounted computers from Data911 (item 9.1). An Information Memo was submitted on February 7, 2003 to clarify that the installation was not included with that purchase and that an additional award would be required for installation.
In order to utilize the $2.4M worth of trunk mounted computer equipment previously approved and purchased, installation to detailed specifications is now required. General Services’ in-house vehicle build-up shop does not have the capacity to install the volume of new computers and other components in accordance with the deployment schedule. Therefore, it is necessary to outsource this requirement in order to minimize disruption to the build-up of marked police car fleet.
Installation specifications were developed to install the mobile data including voice radios, siren controllers, consoles, AVL antennas, Global Positioning System and wireless network equipment.
A Request for Quotation (RFQ) was sent to 5 companies and advertised to the public on March 17, 2003. A mandatory pre-quote conference was scheduled on March 20, 2003 to give companies an opportunity to ask questions and examine the equipment and prototype of police vehicle installation. Representatives from four companies attended the mandatory pre-quote conference. Quotations were received from three companies by the March 27, 2003 due date. The responsive quotes are summarized in the following table, by total price in ascending order.

Staff recommends that the award be made to Mobile Man Inc. whose quote met all specifications and was the lowest price.
Data911 will start delivering the Mobile Data Computers beginning on May 1, 2003 in accordance with the specifications. Installation is tentatively scheduled to begin shortly thereafter.
This RFQ was advertised placed on the City’s Internet Bid Line.
This memorandum has been coordinated with the Attorney’s Office, City Manager’s Budget Office, Office of Equality Assurance, Information Technology Department, and the Police Department.
