RECOMMENDATION

 

Report on bids and award of contract for the FY 2002-03 Slurry Seal 2003 project to the low bidder, Graham Contractors, Inc. in the amount of $996,660.00, plus a 10% contingency amount of $99,666.00 for a total award amount not to exceed $1,096,326.00.

 

 

BACKGROUND

 

As part of the City’s preventive maintenance program, the Department of Transportation annually schedules streets to be slurry sealed.  Slurry sealing is the application of a mixture of fine aggregate and emulsified asphaltic oil spread over the surface of the roadway.  Its purpose is to extend the useful life of a roadway by protecting the roadway surface from water and the environment.  The streets were chosen based on information provided by the City's Pavement Management System, data gathered during field investigations, and timing with other City projects.  The contract allows for approximately 45 miles of thirty-foot equivalent streets (TFES) to receive this treatment.  It should be noted that the actual amount of streets that will be treated is based upon the precise quantity of work required on each street and the contract award amount that is available.  This year’s specifications for the slurry seal project are consistent with last year’s.

The bid documents have been evaluated and found in order.  The low bid submitted by Graham Contractors, Inc. is 7.6% under the Engineer's Estimate.

 

The Engineer's Estimate for this project is $1,078,761.40.  The estimate is based on past projects and current estimated construction prices.

 

 

PUBLIC OUTREACH

 

Notification to contractors was published through the City Clerk’s Office.  Plans and Specifications were made available for viewing in the City Clerk's Office, as well as distributed to various construction and related organizations.

 

 

COORDINATION

 

This project has been coordinated with the Risk Management Office, the Department of Public Works, the City Manager's Budget Office and the City Attorney's Office.
